MHPA and MedicAlert Foundation® Partner to Enhance Quality, Care Coordination at Medicaid Health Plans

WASHINGTON, DC – March 12, 2013 – Medicaid Health Plans of America (MHPA) and MedicAlert Foundation, a global nonprofit and leading emergency medical information and identification network, have joined forces to improve quality of care and care coordination efforts at MHPA’s member health plans. Via this partnership, Medicaid managed care organizations can better serve their enrollees while streamlining their internal practices.

Though best known for its medical ID bracelets, MedicAlert Foundation’s information network based-services extend far beyond that and have several applications at Medicaid health plans. For example, the MedicAlert® Plan Notification Service provides timely notification of patient hospitalization to health plans. This improves case management response and increases the chances of favorable health outcomes for enrollees. MedicAlert services also can facilitate enrollees’ participation in initial health screening to help target case management and care coordination efforts earlier in the enrollment process, thereby reducing the potential for care that may be inappropriate or unnecessary. The MedicAlert registry also can provide a portable record of health screening results that plans can use to enhance care coordination and reduce repetitive screening costs associated with enrollee plan changes. Furthermore, these MedicAlert services are considered “quality improvement activities” under the Affordable Care Act so expenditures can count toward medical loss ratio requirements, yet another benefit to health plans.

“Medicaid managed care has proven to be a highly successful model for coordinating care for low-income and culturally diverse populations. The care coordination aspect of MedicAlert Foundation’s services will only add to our member health plans’ capabilities in this area, especially as they prepare to administer benefits to the dual-eligible population,” said Joe Moser, MHPA’s interim executive director. “Medicaid-Medicare enrollees represent just 15% of the Medicaid population but account for 40% of total Medicaid spending. MedicAlert Foundation’s services can go a long way to help MHPA member companies improve outcomes of this special group while having a positive effect on health plan operations and state budgets.”

Andrew Wigglesworth, president and CEO of MedicAlert Foundation, noted “Medicaid managed care organizations are preparing for health reform implementation, including potentially more enrollees due to expanded Medicaid. MedicAlert Foundation’s services that help coordinate care can improve the capacity of health plans to absorb the expansion population. We’re looking forward to working with MHPA and its members to achieve their goal of caring for our nation’s most vulnerable citizens.”
